Ministry of Finance: The Council of the European Union approved a €90 billion Ukraine Support Loan for 2026–2027

The Council of the European Union approved the final decision required to launch a new financial instrument for Ukraine – the Ukraine Support Loan of up to EUR 90 billion for 2026–2027. Financing will be raised by the EU on international capital markets, with obligations backed by the EU budget reserve.

To provide the loan, amendments were introduced to the EU’s Multiannual Financial Framework for 2021–2027, creating the legal basis for borrowing and channeling the funds to Ukraine.

Ukraine is expected to receive EUR 45 billion annually in 2026 and 2027. In particular, in 2026:

  • EUR 16.7 billion will be allocated for budget support;
  • EUR 8.3 billion will be directed to defense needs.

The first tranche is expected to be raised within the next month, helping strengthen the economy’s resilience during wartime.

EU financial assistance will also support Ukraine’s path as an EU candidate country by advancing reforms in the rule of law and public administration, while strengthening the European defense industrial base and cooperation in defense technologies.

“The EU’s EUR 90 billion instrument will become one of the key pillars of Ukraine’s financial resilience in 2026–2027. I thank our partners for their effective cooperation, which helps maintain Ukraine’s financial stability despite significant defense and recovery expenditures. This decision guarantees continuity of financing during Ukraine’s fight against russian aggression,” said Ukraine’s Finance Minister Sergii Marchenko.

On 18–19 December last year, following the meeting of the Council of the European Union, leaders of the European Union Member States confirmed their readiness to help ensure Ukraine’s financial stability in 2026–2027 and agreed to provide EUR 90 billion in support. On 14 January 2026, the European Commission officially presented the proposal to establish a new financial instrument for Ukraine.
