The European Parliament supports €90 billion in financial assistance to Ukraine for 2026–2027

 

On 11 February, the European Parliament approved a decision to mobilize EUR 90 billion in financial assistance for Ukraine for the period 2026–2027.

The funds will be directed toward ensuring the uninterrupted functioning of Ukraine’s State Budget:

  • EUR 30 billion will be allocated to cover social needs;
  • EUR 60 billion will be allocated for military support.

It is expected that Ukraine will receive the first tranche as early as the second quarter of 2026.

The long-term loan will be financed through borrowing by the European Union on international capital markets, with the obligations secured by the EU budgetary reserve.

“EUR 90 billion will help Ukraine strengthen its defense capabilities, ensure the uninterrupted operation of public services, and contribute to the country’s resilience and closer integration with Europe’s defense-industrial base. I am grateful to the European institutions for ensuring a swift legislative process, which we hope will allow Ukraine to receive the funds as early as April,” stated Minister of Finance of Ukraine Sergii Marchenko.

The Ministry of Finance welcomes this decision as an important and timely step to ensure the state’s financial stability amid the ongoing full-scale russian war against Ukraine. 

Financial assistance from the European Union plays a key role in bringing Ukraine closer to EU membership by supporting the implementation of necessary reforms and strengthening the country’s institutional capacity in line with European standards.

The European Union remains Ukraine’s largest financial donor: since February 2022, the total volume of assistance has reached EUR 70.7 billion.
