The Government approves the anti-corruption draft law on the improvement of the tax system

Today the Government has approved the anti-corruption draft law on the improvement of the tax system submitted by the Ministry of Finance.

The draft law is aimed to improve the quality of administration which comprises the entire process of tax calculation and interaction between taxpayers and authorities. The draft law is expected to lower pressure on business and to bring about favorable terms for business development. It is an important part of the reform of the State Fiscal Service, since it removes opportunities for systemic corruption in the tax area.

This draft law is the product of joint efforts of MPs, business, independent experts and the Ministry of Finance. The Ministry of Finance published the working drafts for several times for a public discussion enabling all interested parties to express their opinion. Experts and business emphasized more than once that the transparency of the draft law elaboration had been “above all expectations”.

This anti-corruption draft law has already been supported in public by the following leading business and civil society organizations: US Chamber of Commerce, All-Ukrainian Association of Small and Medium-Sized Business “Fortetsya”, European Business Association, Association of Ukrainian Entrepreneurs, Ukrainian Business Association, Ukrainian Chamber of Commerce and Industry, Council of the Business Ombudsman, Ukrainian Union of Industry and Business, Civil Platform “Taxes for Economic Freedom” (uniting 17 associations), coalition “For the Liberal Tax Reform” (uniting 15 associations) as well as the association of civil experts of the Reanimation Package of Reforms uniting leading research centers and civil organizations.

“This package of reforms is not our final stop. Everyone could see that we really pay attention to constructive proposals, hence we are ready to carry on like this and to continue the development of new amendments in an open way. But it is very important now to adopt this anti-corruption law. It can be permanently supplemented and improved following more and more proposals, but we have been working on it for 4 months, and business and public are already keen to see it adopted”, Minister of Finance Oleksandr Danyliuk said presenting the draft law.
