URTF has mobilized over $2.8 billion in donor contributions for Ukraine: Ministry of Finance and the World Bank summarize the Trust Fund’s results for 2025

 

On Monday, March 23, the Ministry of Finance of Ukraine and the World Bank held a meeting to review the results of the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) Program in 2025.

The meeting was co-chaired by Deputy Minister of Finance of Ukraine Olga Zykova and World Bank Regional Country Director for Eastern Europe Bob Saum.

The event also brought together World Bank project teams and donor country representatives, who discussed achieved results, Ukraine’s financing needs, and priorities for further cooperation.

The Deputy Minister of Finance thanked partners for their continued assistance to Ukraine and emphasized that donor contributions through the URTF are not only financial support, but also a manifestation of trust and solidarity that enables the state to function, restore critical infrastructure, and lay the foundation for Ukraine’s European future.

“Ukraine’s total external financing needs for 2026–2029 amount to USD 136.5 billion, with around USD 95 billion required in the first two years alone. Reconstruction needs for the next decade are estimated at approximately USD 588 billion — nearly three times Ukraine’s projected GDP for 2025. Given the scale of these challenges, in the fifth year of the full-scale war Ukraine must continue to mobilize support from international partners and donors to ensure sustainable recovery and development,” said Olga Zykova.

Despite the challenging wartime conditions, the URTF Program continues to deliver strong results. Since establishment in 2022, the Trust Fund has mobilized over USD 2.8 billion in donor contributions, of which USD 1.8 billion has already been disbursed to the State Budget.

According to the 2025 Annual Report, URTF-supported operations have delivered more than 48 million services across healthcare, education, housing, and public services.

In particular:

  • almost 12.8 million people received medical check-ups, 689,000 people received mental health services, 7.3 million vaccine doses were delivered (HEAL project);
  • 3.5 million consumers had electricity restored and 1.5 million residents regained heating through critical equipment supplies (RePoWER project);
  • more than 13 million people received social assistance payments on time (PEACE project);
  • nearly 139,000 households received compensation for repairing war-damaged homes (HOPE project);
  • over 87,000 agricultural producers received financial support, including 70,000 farmers who accessed loans and grants, almost half of them women (ARISE project);
  • nearly 400,000 students received new NUS-aligned textbooks for grades 7 and 8, while 18,000 children in remote areas received free transportation (LEARN project).

An important feature of the Trust Fund’s operations in Ukraine is its multiplier effect: URTF grant resources have already helped mobilize approximately USD 7.3 billion in additional financing, including from international financial institutions and the private sector.

The Deputy Minister emphasized that one of URTF’s key advantages is its flexibility, which allows for the rapid allocation of resources to the most critical needs, particularly the restoration of energy infrastructure, which was especially vital during the winter period.

Participants also focused on reforms implemented with World Bank support, including the development of the public investment management system, the launch of the Government Project Preparation Facility (PPF), and reforms in healthcare and education — bringing Ukraine closer to European Union standards.

“URTF is a key instrument that aligns international support with national recovery priorities. Together, we are not only responding to the challenges of war but also laying the foundation for a resilient, modern, and European Ukraine,” emphasized Olga Zykova.

Olga Zykova expressed her gratitude to the World Bank and donor countries for their support and assured that the Ministry of Finance of Ukraine continues to ensure the transparent and efficient use of partner resources.

In turn, World Bank representatives noted the effective implementation of projects in Ukraine and the high level of coordination with the Government of Ukraine.
