The Cabinet of Ministers has approved the report on the implementation of the State Budget of Ukraine 2020. Thus, the Government provided funding for expenditures of UAH 1.288 billion, which is 19.8% more than in 2019.
Salaries of public sector employees and social benefits (30.5%), defense and security (20.8%), and debt service (10.9%) account for the largest share of expenditures of the general fund.
The sphere of defense and national security in 2020 received an unprecedentedly high level of UAH 249.1 billion or 6.1% of GDP.
At that time not only the full and timely implementation of social expenditures was ensured, but their growth as well: the minimum wage rose by almost 20%.
Also, capital expenditures continued to grow, which eventually amounted to UAH 94.9 billion, which is 24.6% or UAH 18.7 billion more than in 2019.
The Government has allocated UAH 78.4 billion of COVID-19 funds, of which UAH 66.5 billion or 84.8% was used by the main administrators:
Social Protection (UAH 15.6 billion):
- more than 352 thousand people received assistance or insurance payments for temporary disability;
- nearly 370 thousand workers received assistance for partial unemployment for the period of quarantine;
- 87,000 individuals-entrepreneurs received assistance for children.
Health care (UAH 19.4 billion):
- purchase of ventilator and other medical equipment, individual protection means;
- additional payments to employees providing medical assistance to COVID-19 patients;
- provision of hospitals with oxygen;
- reconstruction of hospital emergency rooms and arrangement of temporary hospitals.
Law enforcement (UAH 4.5 billion):
- the funds were used to pay supplements to the salaries of 164,818 members of the National Guard and State Border Service, rank-and-file and commanding personnel of civil protection bodies and units, police officers, medical and other employees of departmental health care institutions;
Economic stimulus (UAH 26.4 billion):
- development of the network and maintenance of roads of state importance;
- state support for culture, tourism, and creative industries.
In the field of education the expenditures were distributed as follows:
- within the framework of the implementation of the "New Ukrainian School" concept, at the expense of the subvention from the state budget for UAH 1 billion and co-financing from local budgets for UAH 0.6 billion the quality educational process of 1.7 million elementary school students was provided (modern furniture, computers " Computers and learning tools were purchased);
- at the expense of the educational subvention from the state budget for UAH 81.2 billion, timely and full payment of salaries to more than 400 thousand teachers was ensured;
- UAH 89.3 million were used to establish 49 modern vocational training centers to provide quality vocational education.
UAH 94.3 billion was allocated from the state budget to implement the program of medical guarantees, which paid for 31 packages of medical services, in particular, payments for:
- primary health care, taking into account the conclusion of 31 million declarations with doctors;
- provision of inpatient care (therapeutic and surgical) to more than 1 million;
- provision of priority services at increased rates (stroke, heart attack, childbirth, neonatal care) to more than 280 thousand people;
- providing inpatient care for more than 250 thousand COVID-19 patients;
- medications in outpatient care for 2.5 million people.
The average monthly number of recipients of housing subsidies amounted to 2.2 million households, the average monthly amount of housing subsidy - UAH 929.8. To improve the efficiency and targeting of these payments, the Ministry of Finance has established an effective system of verification and monitoring of state payments.
