The public council at the Ministry of Finance supports the creation of the Open Budget for the Public
On November 29, the meeting of the Public Council at the Ministry of Finance took place where Oksana Markarova, the First Deputy Minister of Finance, presented the module of the portal E-Data – Open Budget (open budget for the public). Also, the working results of the E-Data project for the first 10 months of 2017 were summarized. The Public Council at the Ministry of Finance approved and supported the overall concept, terms of reference and the development strategy of the public part of the system “Transparent Budget” which will be placed on the portal e-data.gov.ua.
The concept of the integrated information and analytical system “Transparent Budget” was approved by the Cabinet of Ministers of Ukraine, it is an organic step forward in the reform of the public finance management system based on E-Data, the project of the Ministry of Finance. Presently, e-data.gov.ua is the biggest open database on public finance. Information about transactions effected by the State Treasury Office is regularly updated on the portal; also, entities managing public funds as well as recipients of public funds regularly post their reports at e-data.gov.ua.
The portal will host two modules – “spending” and “open budget”. The first one (spending) provides information about the use of the state budget funds and payments effected by public institutions. The second one (open budget) will contain data about revenues, budget distribution by sectors, programs and regions. After the launch of this module, the public will receive information about the balance of the state budget and local budgets as well as about the effectiveness of the use of public funds. The module will ensure control over the planned and actual performance of public budgets.
Strategy, design and architecture of the portal are developed by the project team of E-Data led by project manager Oleksandr Shchelokov. The developer and administrator of the new module is DU “Open Public Finance” which currently hosts the portal e-data.gov.ua.
