Ukrainian Citizens’ Investments in Domestic Government Bonds Exceed a Record UAH 100 Billion

As of August 14, the portfolio of domestic government bonds held by Ukrainian citizens reached UAH 100.2 billion, setting a new record for the volume of investments. This reflects growing public confidence in government bonds. Over the past year, individual investments have increased by more than UAH 34.7 billion, or nearly 53%.

Breakdown of bonds by currency held by citizens:

  • UAH-denominated – UAH 55.15 billion (55.03%)
  • USD-denominated – equivalent of UAH 40.31 billion (40.23%)
  • EUR-denominated – equivalent of UAH 4.74 billion (4.73%)

Before the start of russia’s full-scale invasion of Ukraine, the volume of OVDP held by individuals was four times smaller – UAH 25.1 billion.

Dynamics holdings by individuals since early 2022:

  • January 2022 – UAH 25.1 billion
  • January 2023 – UAH 30.2 billion
  • January 2024 – UAH 52.2 billion
  • January 2025 – UAH 78.5 billion
  • August 14, 2025 – UAH 100.2 billion

In July alone, UAH 72.2 billion was raised for the State Budget through the issuance of government bonds, and since the start of the full-scale invasion – over UAH 1.7 trillion.

Government bonds are one of the main sources of financing the State Budget, along with grants and concessional loans from international partners. Investors’ funds help support the Armed Forces of Ukraine, the economy, and the elimination of the consequences of russia’s aggression.

This is also the most reliable investment instrument in the country: the state guarantees 100% repayment of the principal together with the coupon (interest). Income from government bonds is exempt from personal income tax and the military levy.
