​Statement of the Ministry of Finance: homeowner associations (OSBB) and home construction cooperatives (ZhBK) have already received 50% of the subsidy for exemptions and preferences granted to the citizens paying for housing utilities

According to the new mechanism of the monetization of subsidies, the State Treasury Office – as per February 7, 2018, transferred the subsidy for the re-payment of the debt pending as per January 1, 2018, according to the processed registers and instructions of the Ministry of Finance amounting 9,043.1 million Hryvnas.

Out of the above amount, 325.6 million Hryvnas were transferred to the bank accounts of homeowner associations (OSBB) and home construction cooperatives (ZhBK).
So far, OSBB/ZhBK have already received 50% of the due amount.

The remaining OSBB/ZhBK shall intensify their interaction with the local departments for social welfare to receive their due funds.

Also, the Ministry of Finance has finalized the preparation of systemic amendments to the decree of the Cabinet of Ministers No. 256 of March 04, 2002, according to which subsidies for housing utilities (house maintenance, territory development), management of apartment houses as well as waste disposal shall be transferred directly to the accounts of entitled citizens who would thus be able to pay for these services on their own.

The new draft of the decree of the Cabinet of Ministers has already been published on the official website of the Ministry of Finance for discussion and proposals.

• According to the decree of the Cabinet of Ministers No. 951 of November 08, 2017, amendments were made to the Procedure for the funding of local budgets regarding the implementation of measures for the execution of state social welfare programs with subsidies from the state budget (approved by the decree of the Cabinet of Ministers No. 256 of March 04, 2002). These amendments implemented a new mechanism for funding the subsidy and abolished the “clearing settlements” (decree of the Cabinet of Ministers No. 20 of November 01, 2005, was abolished).
• According to paragraph 8-1 of the decree of the Cabinet of Ministers No. 256 of March 04, 2002, the Ministry of Finance issued the order No. 1 of January 04, 2018 (registered at the Ministry of Justice under No. 64/31516 on January 16, 2018), establishing the Procedure of payments by the State Treasury stipulated by the said paragraph as well as the procedure for cooperation between the participants of these settlements, the mechanism of these settlements, reporting forms and instructions for their processing.
