Minister of Finance Oleksandr Danylyuk: “We have to implement means testing for citizens receiving social welfare payments and pensions”

The Ministry of Finance will initiate the introduction of means testing for citizens claiming social welfare payments and pensions. This statement was made by Minister of Finance Oleksandr Danylyuk today at the conference “Week of Structural Reforms in Memory of Kakha Bendukidze”.

According to the Minister of Finance, the key task for his Ministry today is the reform of public finance including a radical change in the budget spending philosophy.

“We must finance services, not buildings. Each state agency must present its mission. No mission means no funding”, Minister of Finance Oleksandr Danylyuk said.

The Minister also emphasized that funding must be made available for concrete projects implying that the Ministry of Finance will carry on with the verification of social welfare payments.
