General Fund of State Budget Received UAH 132.2 billion of Revenues in February 2023

According to the preliminary data of the State Treasury Service of Ukraine, in February 2023, the general fund of the State Budget received UAH 132.2 billion of revenues.

The main sources of the State Budget revenues were the following:

  • value-added tax on goods imported into the customs territory of Ukraine – UAH 27.1 billion;
  • value-added tax on goods produced in Ukraine – UAH 15,1 billion (UAH 21.7 billion collected and UAH 6.6 billion reimbursed);
  • personal income tax and military fee – UAH 13.0 billion;
  • corporate profit tax – UAH 7.4 billion;
  • excise tax on goods imported into the customs territory of Ukraine - UAH 7.0 billion;
  • fee for the use of mineral resources – UAH 2.7 billion;
  • import and export duty – UAH 2.3 billion;

In February 2023, the State Budget's general fund received UAH 51.4 billion of international assistance.

Receipts of a single fee on obligatory national social insurance in the pension fund and social insurance funds in January 2023 amounted to UAH 36.8 billion. 

In January-February 2023, the State Budget received UAH 284.0 billion, including UAH 236.6 billion to the general fund.

According to the preliminary data of the State Treasury Service of Ukraine in January-February 2023, the expenditures of the State Budget amounted to UAH 446.6 billion, including the expenditures of the general fund of the State Budget that were carried out according to the plan and amounted to UAH 410.3 billion, or 86.8% of the plan for the reporting period.

In January-February 2023, the State Budget deficit amounted to UAH 161.1 billion, including the general fund in the amount of UAH 172.1 billion, compared with the planned deficit of the general fund of UAH 326.1 billion for this period.

Actual state borrowings to the State Budget's general fund in January-February 2023 amounted to UAH 226.8 billion.

UAH 84.0 billion, including UAH 14.7 billion in foreign currency (USD 308.7 million and EUR 86.9 million) was attracted for the financing of the State Budget from the placement of domestic government bonds. UAH 21.8 billion was raised due to the issuance of wartime bonds.

Since the beginning of the year, UAH 142.8 billion was attracted from external sources, including:

  • UAH 118.7 billion (EUR 3.0 billion) of Macro-Financial Assistance in accordance with the Memorandum of Understanding between Ukraine and the EU dated January 16, 2023;
  • UAH 18.2 billion (USD 498.0 million) loan from the IBRD within the framework of the PEACE project;
  • UAH 5.9 billion (EUR 150.0 million) loan from the IBRD within the framework of the PEACE project.

Public debt repayments in January-February 2023 totaled UAH 47.7 billion, and debt service payments amounted to UAH 12.6 billion.
