Ukraine will receive USD 200 million from the International Bank for Reconstruction and Development

Ukraine started the implementation of the Program for Accelerating Private Investment in Agriculture. The loan agreement under the project was concluded on August 27, 2019 with the International Bank for Reconstruction and Development. The loan amounts to USD 200 million and the funds will be attracted to the general fund of the state budget.

On May 20 this year, after Ukraine's domestic legal procedures, the loan agreement entered into force.

The implementation of the Program for Accelerating Private Investment in Agriculture will allow Ukraine to ease certain restrictions on the way to increasing the participation of the private sector, in particular, small and medium enterprises (SMEs), in the agricultural market and the Ukrainian commodity market.

To achieve the goal of the Program the following measures are planned:

  • creation of the State GeoCadastre and opening access to it to the general public;
  • inventory checking of state-owned lands and entry of information about them in the State GeoCadastre;
  • development of a methodology for developing land use plans for united territorial communities;
  • satellite mapping of the territory of Ukraine;
  • creation of an automated notification system for changes in the State GeoCadastre;
  • raising awareness of landowners and land users about land rights and ways to protect them;
  • strengthening the system of state control on the state border of Ukraine taking into account the EU requirements and the best world practices;
  • development and launch of an interactive information system on food safety and export market requirements.

Project activities will be implemented by the Project Executors: Ministry of Economy, Ministry of Regional Development, Ministry of Justice, StateGeoCadastre, State Service of Ukraine for Food Safety and Consumer Protection, in accordance with the Strategy to Promote Private Investment in Agriculture until 2023, approved by the Cabinet of Ministers of July 5, 2019 No 595-p.
