Ukraine to receive €3 billion from the EU under the Ukraine Facility

The Council of the European Union has approved the eighth regular payment to Ukraine under the Ukraine Facility, amounting to nearly EUR 3 billion.

The Council’s decision was made possible by Ukraine’s successful completion of ten indicators under the Ukraine Plan. Overall, Ukraine has already completed 84 out of 95 planned steps that have fallen due, representing approximately 88%.

Funding under the Ukraine Facility is aimed at supporting Ukraine’s macro-financial stability, financing key government expenditures, supporting the country’s recovery and modernisation, and advancing reforms on its path towards membership in the European Union.

Separately, the Council of the EU approved amendments to the Ukraine Plan providing for a voluntary contribution from Norway of NOK 1 billion, or approximately EUR 92 million, in non-repayable support. Norway has become the first non-EU country to contribute to Pillar I of the Ukraine Facility – budget support.

The Ministry of Finance of Ukraine welcomes the decision of the Government of Norway to contribute to the Ukraine Facility and expresses its gratitude to the European Union and international partners for their consistent support for Ukraine.

The Ukraine Facility allows for additional voluntary contributions from EU Member States, third countries and international organisations. Over the past year, Sweden has already provided more than EUR 253 million in additional contributions, while the United Kingdom recently contributed more than EUR 17 million to Pillar II – the Ukraine Investment Framework.

The Ukraine Facility is a European Union financial instrument of over EUR 50 billion for 2024–2027, designed to support Ukraine’s recovery, reconstruction and modernisation, as well as the implementation of reforms necessary for EU accession.

Following the disbursement of the eighth tranche, the total amount of financing received by Ukraine under the Ukraine Facility since mid-2024 will exceed EUR 32 billion.
