Government decides to establish State Tax Service and State Customs Service

Prime Minister of Ukraine Volodymyr Groysman has signed a decree on the reorganization of the State Fiscal Service (SFS) dividing it into the State Tax Service and the State Customs Service. The decree has been published on the website of the Cabinet of Ministers today.

To ensure the institutional, structural and functional revamp of the central body of executive power implementing the state tax policy, the Government has adopted the Decree “On the Set-Up of the State Tax Service of Ukraine and the State Customs Service of Ukraine”.

The decree stipulates the reorganization of the State Fiscal Service of Ukraine (SFS) by dividing it into the State Tax Service and the State Customs Service as separate central bodies of executive power. The Cabinet of Ministers will be steering and coordinating their work through the Minister of Finance. Also, both Services take over the legal rights and duties of the reorganized SFS in their respective areas of activity.

“The division of the SFS into two services marks an important step on our way to establish a high-quality system of tax and revenues administration. The reform of the SFS will lay ground for the demilitarization of the tax authorities and will improve the quality of service for taxpayers as well as will increase the transparency and accountability of the tax and customs bodies,” Deputy Minister of Finance Serhiy Verlanov said.

According to the decree, the Ministry of Finance shall prepare draft regulations on the aforesaid central bodies of executive power within two months and submit the relevant amendments to the legislation as well as adjust its own regulations to this decree within three months.
