The government decided to insert changes to legislative acts of Ukraine in order to strengthen social protection and to support families with children

The government adopted draft laws initiated by the Ministry of Finance which is elaborated to implement the Law of Ukraine since 26.01.2016 #936-VIII “On changes to some legislative acts of Ukraine in order to strengthen social protection of children and to support families with children”.

The Ministry of Finance together with the Government continue improving the system of social protection. For this purpose the Ministry plans to carry out profound changes regarding approaches for social support by using addressed payments, and also to verify the system of pension and social payments. It enhances efficiency of the state budget costs and improves transparency and justice in the system of social payments. The present decision is the next step in this direction which allows to strengthen the rights of Ukrainian children.

In particular, the elaborated mechanisms and procedures gives an opportunity to escape negative situations for orphan children and to ensure temporary living in condition which are close to the family. The present Law foresees temporary саre for child till 6 months, its rehabilitation in the family of foster carer during the difficult period for child, its family, or other legal representatives.

According to the Family Code of Ukraine there is a provision which gives an opportunity to pay for care and to finance social payments for child in this family.

During the period of experiment which remains in force till 31 December 2018, mentioned payments will be carried out as transferred subventions from the state budget to the local budgets. This payments will be implemented according to the principal so called “money follow child”. In the future local budgets undertake the responsibility to funding this payments. The positive thing is that costs for subventions in 2016 in the sum of 769,5 bln hryvnas are included into budget and don’t require additional expenses. Therefore, the elaborated laws allows to implement the experiment regarding taking care after child.
