The Government has agreed amendments that will unlock the loan provided by the Republic of Poland

Ukraine will receive concessional  financial resources for the construction of border road infrastructure and the arrangement of crossing points of the Ukrainian-Polish border. On April 29, the Government agreed to amend the Tax and Customs Code, which would unblock the use of a EUR 100 million loan from the Republic of Poland. Funds are given at 0.15% per annum for a period of 30 years. 

The Loan Agreement between the Governments of Ukraine and the Republic of Poland entered into force in April 2016, however, due to the difficulties with the implementation of contracts by Polish enterprises, the customers of which are Ukrainian government organizations, and difficulties in importing the necessary goods, the loan disbursement amounted to only EUR 5.8 million.

Agreed amendments clarify the list of transactions, tax exempt goods, customs payments on the territory of Ukraine within the framework of the implementation of the respective agreement between the Governments of the two countries.

Under the agreement, Ukravtodor will receive EUR 68 million for the construction of road infrastructure on the approaches to 6 checkpoints at the Ukrainian-Polish state border. EUR 25 million will be disbursed to State Customs Service (arrangement of checkpoints «Shegyni», «Krakovets» and «Rawa-Ruska»). State Border Control Service will receive EUR 7 million for the reconstruction of 7 border guard departments.
