Government Approves State Budget Declaration for 2026-2028

On June 27, the Cabinet of Ministers of Ukraine approved the State Budget Declaration for 2026–2028.

This comprehensive document defines the main parameters and guidelines of budget policy for the medium term. The Budget Declaration aims at ensuring stability and predictability of the state’s financial policy, as well as the rational management of limited budget resources. At the same time, it takes into account all key state priorities and Ukraine’s EU integration aspirations.

The State Budget Declaration was prepared jointly with the main budget spending units and after extensive consultations in cooperation with the International Monetary Fund. Its provisions and indicators are based on the strategic development goals of the state.

The 2026–2028 State Budget Declaration serves as the foundation for drafting the 2026 State Budget. The document contains general indicators of state budget revenues and financing, maximum limits for state budget expenditures, the minimum wage, the subsistence minimum, and other state policy goals.

The State Budget Declaration for 2026–2028 includes two development scenarios for Ukraine starting from 2026. One scenario anticipates a possible improvement in the security situation from 2026 onwards, based on the macroeconomic and social development forecast of Ukraine for the next three years (according to the Ministry of Economy’s forecast).

At the same time, the document also considers an alternative scenario — the continuation of Russia’s full-scale aggression against Ukraine. According to this scenario, next year’s expenditures on security and defense will be no less than those in 2025 (taking into account changes to the state budget). The choice of which scenario to follow will be made during the drafting of Ukraine’s 2026 State Budget.

This approach will allow the Government to be prepared for any potential changes in the security situation, while fulfilling all commitments made in cooperation with international partners.

It is important to emphasize that expenditures on Security and Defense will remain a top priority of the state budget regardless of how events develop in 2026 and beyond.

The next step will be for the Government to submit the 2026–2028 Budget Declaration for consideration by the Parliament of Ukraine.
