Revenues from customs clearance of vehicles with foreign registration plates exceed UAH 1.5 billion

From November 25, 2018, till January 10, 2019, citizens of Ukraine customs-cleared 24.6 thousand vehicles with foreign registration plates imported to Ukraine since January 1, 2015, prior to the enactment of the new import regulations for such vehicles in the temporary import or transit mode.

The total revenues of the state budget from the customs clearance of vehicles with foreign registration plates are equal to UAH 1.566 billion (including UAH 158.2 million in duties, UAH 495.5 million in VAT and UAH 738 million in excise as well as UAH 174.1 million paid by citizens voluntarily to prevent administrative prosecution for the violation of customs rules). All payments received from the customs clearance of vehicles with foreign registration plates are transferred to the Pension Fund of Ukraine.

Out of the above-mentioned amount, more than 21,000 of the vehicles were used in Ukraine with violations of the Customs Code. Their owners voluntarily paid UAH 8.5 thousand for each vehicle to be released from administrative prosecution for the violation of customs rules for the import of vehicles with foreign registration plates concerning timelines and conditions for their import.

According to the customs statistics, 1.5 thousand vehicles with foreign registration plates have been cleared every day on the average for the last two weeks.

The Law of Ukraine “On Amendments to the Customs Code of Ukraine and Other Legislative Acts of Ukraine on the Import of Vehicles to the Customs Territory of Ukraine” dd. November 8, 2018, sets new rules for the import of vehicles by citizens.

Also, a 180-day transition period has been granted to those who imported vehicles in the period from January 1, 2015, until the enactment of the aforesaid law. During this period, citizens can customs-clear their vehicles currently captured under the temporary import or transit customs mode.

In its Decree No. 1077 of December 12, 2018, the Government enacted the Temporary Procedure for the Customs Clearance of Vehicles for their Free Use on the Territory of Ukraine.
