Social payments for IDPs from the ATO area have been protected from financial risks

The Cabinet of Ministers of Ukraine has changed the system of social welfare payments for temporarily displaced persons from the ATO area, following a proposal from the Ministry of Finance. This improves the system of financial support for internally displaced people (IDPs), and helps the state fully protect their rights and interests.

Protecting citizens, including the victims of fighting in the east of Ukraine, is the top priority of the Ministry of Finance and the Government of Ukraine. The state has taken a number of actions to ensure social protection for these people. In particular, the state budget for 2015 allocates a combined total of 3.4 billion UAH to help IDPs.
 

Currently, about 330,000 internally displaced families receive social welfare. Further, the Ministry of Finance of Ukraine is working to avoid financial risks involved in targeted financial assistance.

At a meeting of the government on 22 June 2015, resolutions “Of the Cabinet of Ministers of Ukraine on October 1, 2014 №509 and №505” were changed. From now on, all new and continuing financial aid payouts for IDPs will be paid through Oschadbank.

 

“The Ministry of Finance of Ukraine is actively working on the provision of financial aid for internally displaced people and protection from financial risks. In today's difficult conditions, payments through Oschadbank are the key to managing cash flow risks. Oschadbank is both financially stable and controlled by the Government of Ukraine. Through these efforts, we have increased access to help threefold.”

“We have organized work for around two thousand institutions. This is three times more than social security departments, which have been engaged in the payment of financial aid”, noted Deputy Minister of Finance of Ukraine, Roman Kachur.

 

The procedures for servicing internally displaced people have been successfully streamlined, as now all documents will be accepted in the institutions of the Oschadbankthrough the "single window". From now on, financial aid can be received in more than 4,000 branches and over 2,000 ATMs of Oschadbank. Pre-registration for the recipients of benefits will be held through the Call Center or the web-page of Oschabank, which will conveniently and efficiently provide the documents. Information on the start-date relating to receiving the documents and the registration process will be posted on the official website of Oschadbank, its departments, and the media.

In addition, Oschadbank is the only bank in Ukraine which can 100 percent guarantee the return of deposits. In other banks, the deposits of individuals under the law,are only guaranteed up to 200,000 UAH.


The new model of payouts involves close collaboration with the Ministry of Social Policy, Ministry of Finance, and Oschadbank, and guarantees the implementation of the government's obligations to internally displaced people, providing them with the social protection and assistance required at this critical time.
