Close to 100% of local budgets for 2020 have been adopted

 

As of December 28, 2019, 8,189 local budgets for the year 2020 were adopted, which comprises 90.1% of all local budgets across Ukraine.

Lviv, Mykolaiv, Rivne and Khmelnytsky regions have demonstrated full readiness for the coming year, while Volyn, Sumy and Ternopil regional budgets are yet to be adopted.

Ukraine continues to comply with decentralization principles aimed at developing financially capable communities. The revenues of all local budgets are forecasted to increase in 2020. The main sources of this increase will be personal income tax, real estate, land and unified tax. In addition, higher revenues will be generated from corporate income tax and channelled to the local budgets.

This means that local governments will receive more resources to perform their duties. They also have room to improve efficiency of administration of land and real estate taxes, which will increase revenue they generate.
