95.5% of Local Budgets have been Approved

According to article 77 of the Budget Code of Ukraine, in December of this year, the majority of communities completed the process of planning local budgets for the year 2022.

Thus, as of December 30, 2021, the Ministry of Finance has information on the approval of 1,526 budgets, which is 95.5% of their total number (1,597). In particular, there have been approved the following budgets:

- 23 regional budgets and the Kyiv budget (the budget of the Kyiv region has not been approved);
- 107 district budgets (12 were not approved);
- 1,384 budgets of territorial communities (54 have not been approved).

Without violating the requirements of the Budget Code of Ukraine 1,507 local budgets were adopted (before December 25, 2021).

As a result of the administrative-territorial reform in Ukraine, the responsibility for planning and approving local budgets has grown considerably. This is evidenced by the dynamics of their approval. Thus, as of December 30, 2020, only 70% of local budgets for 2021 were approved, while today the figure stands at 95.5%.

At the same time, the local budgets of the Vinnytsia, Volyn, Donetsk, Mykolaiv, Kharkiv, Kherson, and Cherkasy regions have been approved in full to date.

To ensure the full functioning of public sector institutions, continuous provision of services to consumers, etc., local governments must take measures to speed up the process of approving local budgets and provide information on their approval to the Ministry of Finance with the help of the informational and analytical system «LOGICA».
